REMARKS BY PRESIDENT MUHAMMADU BUHARI AT THE SIGNING OF THE 2016 APPROPRIATION BILL INTO LAW ON FRIDAY, MAY 6, 2016, ABUJA

1. It gives me great pleasure today to sign the first full-year budget of this administration into law. I thank the leadership of the National Assembly, in particular, the Senate President and the Speaker of the House of Representatives, and indeed all members of the National Assembly for their cooperation in making this a reality.

2. The budget is intended to signpost a renewal of our commitment to restoring the budget as a serious article of faith with the Nigerian people. This Administration is committed to ensuring that henceforth the annual appropriation bill is presented to the National Assembly in time for the passage of the Act before the beginning of the fiscal year.

3. Through the 2016 budget, aptly titled “Budget of Change’’, the government seeks to fulfill its own side of the social contract. The Budget I have signed into law provides for aggregate expenditures of N6.06trn. Further details of the approved budget, as well as our Strategic Implementation Plan for the 2016 budget, will be provided by the Honourable Minister of Budget and National Planning.

4. I shall be speaking in more details about the Budget, its implementation and the over-all national economic and social policies of the Government in my address on May 29th, God willing.

5. In designing the 2016 budget, we made a deliberate choice to pursue an expansionary fiscal policy despite the huge decline in government revenues from crude oil exports. This is why we decided to enlarge the budget deficit at this time, to be financed principally through foreign and domestic borrowings. All borrowings will however be applied towards growth-enhancing capital expenditures.

6. The signing of the budget today will trigger concerted efforts to reflate the Nigerian economy, a key element of which is an immediate injection of N350bn into the economy by way of capital projects. To illustrate our renewed commitment to infrastructural development, the 2016 budget allocates over N200bn to road construction as against a paltry N18bn allocated for same purpose in the 2015 budget.

7. Despite the current difficulties we will work extra-hard to achieve our revenue projections. Our revenue generating agencies are coming under better management and are being re-oriented. The implementation of the Treasury Single Account (TSA) is expected to contribute significantly to improving transparency over government revenues.

8. Our determined fight against corruption is resulting in improvements in the quality of public expenditure. The work of the Efficiency Unit, as well as other public financial management initiatives, are also contributing in this regard. The continuing efforts to reduce recurrent expenditures should hopefully free up more funds for capital expenditure in 2017 and beyond.

9. As I said in my New Year message, living in State House does not in any way alienate me from your daily struggles. I read the newspapers and listen to the TV and radio news. I hear your cries. I share your pains.

10. We are experiencing probably the toughest economic times in the history of our Nation. I want to commend the sacrifice, resilience and toughness of all Nigerians young and old who have despite the hardships continued to have hope and confidence of a great future for Nigerians. But permit me to say that this government is also like none other. We are absolutely committed to changing the structure of the Nigerian economy once and for all.

11.We are working night and day to diversify the economy so that we never again have to rely on one commodity to survive as a country. So that we can produce the food we eat, make our own textiles, produce most of the things we use. We intend to create the environment for our young peoples to be able to innovate and create jobs through technology.

12. I cannot promise you that this will be an easy journey, but in the interest of so much and so many we must tread this difficult path. I can assure you that this government you have freely elected will work with honesty and dedication, day and night to ensure that our country prospers and that the prosperity benefits

When was the last time in your lifetime that you had a sitting President refusing to append his signature to the Federal Budget as a result of pading and loading and bumping and just find the adjective that can be used to describe the arts and acts of the hitherto Stealing and Looting Mechanisms adopted and perfected by the Law Makers!

Listen folks, its never going to be business as usual. As a matter of fact, THIS IS THE NEW ERA OF BUSINESS UNUSUAL. AND THE LAW MAKERS ARE EVEN REALISING IT. The massive and wholesome sanitisation of the Corrupt Bunch of Law Makers will commence as soon as their Chairman is taking off.

It was especially the lifestyle of that no fit for any known / unknown purpose, incorrigible ineffectual buffoon, now confined to the annals of horrible history.

To those Law Makers, whose Protein DNA have been permanently encrypted with unending elliptical loops of Looting and Stealing, you will soon meet your waterloo for the hatred you have for Nigeria Nation.

To those who are ceaselessly venting venoms towards / at the Presidency, we will soon find for you the very best of the Brain Surgeon to take care of your various levels of mental and psychiatric surgeries.

And within the same group are those yet to see changes. Its as if change revolves around just what goes into their pockets and stomach only.

Thanks Mr. President for a job well done, even if its been only sanitised to 99.9% level.

The Economic and Financial Crimes Commission (EFCC) has beamed its searchlight on four former ministers, over their alleged involvement in the disbursement of about N23bn for the 2015 PDP presidential election campaign.
The money was allegedly laundered by former Minister of Petroleum Resources, Diezani Alison-Madueke.

They are former Foreign Affairs Minister from Kano Alhaji Aminu Bashir Wali, former minister of state for foreign affairs from Jigawa, Dr. Nuruddeen Muhammad and a former minister from Katsina State.

A former Deputy Governor of Sokoto State, Alhaji Mukhtar Shagari, was also expected to be arrested yesterday over the same allegation.

While Wali was accused of collecting over N100m from the arms deal funds, Shagari allegedly collected over N200m.

“The former foreign affairs minister was brought to EFCC Kano Zonal office, along Hajj Camp road.

“Our men were also expected to bring in Shagari today (yesterday),” a source told Daily Trust.

EFCC is seeking to unravel how Diezani, through Fidelity Bank Plc, disbursed N5billion to representatives of seven states in the North-west of the country.

N1.3bn was reportedly received by two beneficiaries from Kano State, out of which N950m was received by Ambassador Aminu Bashir Wali.

N406.2m was received on behalf of the late Kano State INEC Resident Electoral Commissioner, Alhaji Mukaila Abdullahi, by one Sani Isa who is a retiree of the INEC in the state.

The EFCC source said they all, according to investigations, collected money from Fidelity Bank after due certification of various means of identification as requested by the bank.

It said Dr Nurudeen Muhammad received N500m out of the N750m disbursed to Jigawa State.

Globacom CEO Mike Adenuga, Niger Governor Bello, Late Ooni Of Ife, Senator Andy Uba, Saraki And 105 Others Named In #PanamaPapers!!!

At least 110 Nigerian individuals and companies have so far been identified by PREMIUM TIMES in the leaked internal data of Panamanian law firm, Mossack Fonsecca, as operators of offshore shell companies in tax havens.

Prominent among the new names being revealed today, in addition to the several that were published in the past one month, are the founder of a telecommunication company, Globacom, Mike Adenuga; Niger State Governor, Abubakar Sadiq Sani Bello and the late Ooni of Ife, Okunade Sijuwade, among others.

The list also contained names of Arik Chairman, Joseph Arumemi-Johnson and his wife, Mary, as well as two serving senators – Andy Uba (Anambra) and Ibrahim Gobir (Sokoto).

Other top business persons, politicians, and their family members were also found in the infamous database, including those currently holding public offices. See the full list below.

The publication details names of companies, their owners, and the particular tax haven the offshore firms are domiciled.

Since April 3, 2016, when the news of the unprecedented leak broke worldwide, PREMIUM TIMES has published series of exclusive reports about the offshore assets of prominent Nigerians named in the database that is now globally referred to as #PanamaPapers. Some of them, who are public officer holders, held the assets in violation of Nigerian law, failing to declare them to the Code of Conduct Bureau.

The investigation revealed the assets of some of Nigeria’s most powerful individuals, including Africa’s richest man Aliko Dangote; President of the Nigerian Senate, Bukola Saraki; convicted former governor of Delta State, James Ibori; the boss of Oando, Nigeria’s biggest indigenous oil firm, Wale Tinubu, in tax havens such as the British Virgin Islands, Panama, and Seychelles.

The unprecedented year-long investigation involving 11.5 million secret documents – which stretch from 1977 to December 2015 – exposed the hidden underground of the world economy, a network of banks, law firms and other middlemen that utilize shell companies, sometimes using them to hide illegal wealth.

The 2.6 TB files, involving 214,488 entities, also revealed hundreds of details about how former gun-runners, contractors and other members of the spy world use offshore companies for personal and private gain.

The investigation unveiled the cloak of secrecy provided by Mossack Fonseca, a Panamanian law firm that specializes in creating offshore companies, some of which have been used by con men and women to hide Ponzi schemes, predatory lending scams, and other financial frauds from their victims and from the authorities.

The use of shell companies is not illegal, and there are individuals and firms who incorporate them for purely legitimate purposes.

Below is a comprehensive list of other Nigerians named in the leak, although this may not be final as this newspaper will continue its investigation in the weeks and months ahead.
